Dr. Ho-Kyung Kim is the POSCO Chair Professor in the Department of Civil and Environmental Engineering at Seoul National University, Korea. With extensive expertise in bridge aerodynamics and structural health monitoring, Dr. Kim has significantly contributed to numerous cable-supported bridge projects, focusing particularly on wind-related issues. His research also encompasses operational decision-making for infrastructures, ensuring their resilience and safety. Dr. Kim holds prominent positions in several leading organizations. He is the Vice President and a Fellow of the International Association for Bridge and Structural Engineering (IABSE), the Asia-Oceania Regional Coordinator for the International Association for Wind Engineering (IAWE), and a member of the Executive Committee of the International Association for Bridge Maintenance and Safety (IABMAS). Additionally, he chaired the Scientific Committee for IABSE Seoul 2020, which concentrated on the risk intelligence of infrastructures. Currently, Dr. Kim directs the Floating Infrastructure Research Center (FLORA) at Seoul National University, supported by the Korea Agency for Infrastructure Technology Advancement (KAIA).

Prof. Hui Li is a Distinguished Professor in Harbin Institute of Technology (HIT). She also serves as Academician of Chinese Academy of Sciences, Former president of the International Association for Structural Control and Monitoring (IASCM), the current president of the Asian- Pacific Network of Centers for Research in Smart Structures Technology (ANCRiSST). Her research interests include structural health monitoring, wind engineering and aerogel materials. Prof. Li has more than 200 refereed journal publications, 63 patents and 3 edited books. The software she developed has been extensively applied in more than 100 long-span bridges around the world. Because of excellent innovations and significant contributions, she has received lots of honors and awards, including National Prize of Scientific and Technologic Progress (China), American Society of Civil Engineering (ASCE) George W. Housner Medal (2021), ASCE Robert H Scanlan Medal (2023), 2015 Structural Health Monitoring (SHM) Person of the Year awarded by Structural Health Monitoring-An International Journal, etc. She is the founder of the International Competition for Structural Health Monitoring.

Tatsuya Itoi is currently an Associate Professor of Department of Architecture, School of Engineering, the University of Tokyo, Japan. He has research interests in seismic hazard and risk analysis, risk-informed approach in earthquake engineering. He received his bachelor’s, master’s and doctoral degrees from The University of Tokyo. He is also involved in the standardization process including ISO as well as domestic standards regarding performance-based design of building structures as well as probabilistic risk assessment procedures for safety-critical facilities. He also served as the Secretariat of APSSRA2020.

Dr. Kuo-Wei Liao has been a faculty member of the Department of Bioenvironmental Systems Engineering at National Taiwan University since 2017. He has served as a Visiting Professor at Tokushima University, Kyoto University (Japan), University of Bordeaux (France), and the Spanish National Research Council (CSIC). Dr. Liao is a member of the Taiwan Reliability Engineering Association (TREA), the Chinese Institute of Civil and Hydraulic Engineering (Taiwan), and the Taiwan Concrete Institute (TCI). He has served as an Executive Director of TREA and is on the editorial board of the Paddy and Water Environment journal. He has published over 40 peer-reviewed journal articles. In recent years, Dr. Liao has applied his research in reliability analysis to Nature-based Solutions (NbS), demonstrating his contributions to environmental protection and sustainable development. He is dedicated to enhancing resilient disaster management strategies, an innovative interdisciplinary application expected to become a prominent research area in the future.
